With reference to Mr. Long's despatch No.260

of the 20th November, 1917, I have the honour to forward for Your Lordship's consideration the enclosed copy of a letter

I addressed to His Majesty's Minister at Peking together with a copy of his reply on the subject of the China (Companies) Amendment Order-in-Council of 1919, and to request that Your Lordship will draw the attention of the Foreign Office to the difficulties which have arisen in the application of Articles 3 and 4 of the Order-in-Council.
